Under generalsupervision, the Financial Counselor is responsible for financial assessment,conduct interviews with patients and/or family members, and coordinateestablishment of payment for all patients.

Identifies patientswho are uninsured and underinsured. Evaluates and implements payment options tofacility. Ongoing interface and communications with patients, family members,employees, and management. Completes charity process when appropriate. Reviewsdaily census reports to identify patients in the Emergency room and in housewho need assistance with a payor source. Assists in establishing paymentsources through state/federal programs, working in conjunction with DESeligibility interviewers and contracted vendors that assist in the AHCCCSeligibility process. Responsible for financial assessment of foreign nationalpatients. Oversees collections, monitors and resolves any adjustments on selfpay packages by following hospital established protocol. Submits prompt pay andcourtesy adjustments accurately and timely. Researches and calculates costestimates for all patients who have partial or no insurance coverage benefits.Communicates charges to patients, collects deposits and arranges for payment oncurrent and previous account balances. Assists Patient Access Representative,cashier and discharge office with patient registrations, estimates and up frontcollections.  Adheres to facility POSCollection guidelines, which includes but is not limited to proper cashieringprocedures and documentation requirements. Works discharged accounts within 48hours of receipt by calling patient/guarantor. Mails co-pay letters ifappropriate. After exhausting all collection efforts, recommends referral tosecondary vendor for payment arrangements. Coordinates with Case Management toensure compliance with Medicare, Managed Care, and third party payors.  Maintains grids according to establishedguidelines with all up-front collections; provides management with statisticalinformation in an accurate, timely manner. Maintains current knowledge ofdepartment standards/requirements through participation in education programs,in-service meetings and department communications.  Timely, reads and takes appropriate actionwith any and all communications received. Demonstrates proficiency at hospitalwide and/or department specific computer software and technology.


Education: HighSchool diploma/GED preferred or equivalent experience required. Some collegecoursework preferred.

Experience: Four (4)years related experience, two (2) years collections. Education or experience inclosely related field may substitute for the required experience.

Skills: Knowledge ofapplicable HCFA and other regulatory requirements, including third party payerprocedures and practices required. Working knowledge of medical terminology,good human relations and analytical skills required, ability to use computerizedAdmitting/Billing system. Understanding of financial counseling. Good writtenand verbal communication skills. Ability to work with minimum supervision andact independently.
